RFP Hub: Standard RFP Object and Public Aggregation API

The Ethereum Foundation seeks teams to build an open aggregation platform for web3 funding opportunities. The hub should become the canonical place where funding opportunities are indexed, verified, and distributed, while always linking users back to the original source to apply. Requires open-source licensing (MIT/Apache/CC0), a standard RFP object format, public API with search/filtering, community submission and verified publisher capabilities, and proof of adoption from at least three sources during pilot.
